Rural areas have a pretty well known set of digital accessibility issues that contain slow-moving speeds and high price because of the lack of broadband infrastructure. But in metro and suburban areas, libraries are commonly mentioned as a the saving grace for residents who lack on-line access at home.

In Detroit, almost 40 percent of residents don’t have any Internet service, not even via smartphones. That abysmal speed was noticed in a recent New York Times report detailing how economic recovery has been stymied by lack of accessibility for a number of people.

Detroit resident Julie Rice told the newspaper about her battle to network, fill out on-line job applications with her limited connectivity and entire training videos.

In all but the most rural areas, the issue is’t a deficiency of infrastructure, said Callahan. As with many other civil rights problems, the issue is economics.
