The aim was to produce a portal site where dissidents of oppressive regimes can convey their strife to the US government anonymously, which is all great and quite well, until the portal site became a hotbed of criminal action called The Dark Web. The Dark Web is a network of clandestine sites that are not easily accessible to your typical web visitor.
The Onion Router’s name competently describes the way the network operates and the way that it offers (partial) anonymity to its users.
